For a great modding community, you need a great foundation, whereas Starfield's is only 'good'.

Bethesda games and mods have a powerful symbiotic relationship, with modders constantly improving graphics, fixing bugs, and adding new content to keep the games alive.
While Starfield will likely have a strong modding community in the future, it may not inspire the same degree of enthusiasm as games like Skyrim and Fallout 4.
The success of past modding communities was correlated with the adoration people had for the games, and Starfield's lukewarm reception may result in a less extensive modding community.
